Philadelphia's Delaware River waterfront spent decades cut off from the city by Interstate 95, and its comeback is one of the best urban-design stories on the East Coast. Two seasonal parks at Penn's Landing are the reason most visitors come. In summer, Spruce Street Harbor Park turns a stretch of riverfront into the city's favorite outdoor living room: a grove of colorful hammocks, floating barges and gardens on the water, boardwalk games, bars and food stands, and hundreds of multicolored lights strung through the trees that make it glow after dark. It is free to enter, with concessions and activities pay-as-you-go, and it runs from spring through September — so in November, it is closed. In winter the same riverfront becomes the Blue Cross RiverRink Winterfest, which in recent seasons has opened around Thanksgiving weekend and run into early March: an NHL-sized outdoor rink with Benjamin Franklin Bridge views, a 60-foot Ferris wheel, an illuminated boardwalk, a fire-pit-and-cabin lodge with food and drinks, and general admission that is free, with skating and rentals charged per session. Year-round, the river trail, the Race Street Pier's lawn steps and the Cherry Street Pier's market-and-studio shed are open to wander, and the Independence Seaport Museum sits on the waterfront. Note that Penn's Landing is mid-redevelopment, with construction around a new park over the highway; the seasonal parks have stayed open throughout.

Timing is everything here, so plan by season. Summer: Spruce Street Harbor Park is at its best on weekday evenings and Sunday afternoons, when the hammocks are claimable and the lights come up over the river. Weekend nights are crowded and lively. Programming fills the calendar — live music, jazz nights, fitness classes, family days — and the barge bars and food stands are the evening plan for many locals. Winter: the RiverRink runs from late November into early March in recent seasons, with the lodge and fire pits making it a cold-weather hangout even for people who never touch the ice. Heated cabins and fire pits can be reserved in advance, which is worth doing for groups and holiday weekends. Check the official waterfront and Visit Philadelphia pages for the 2026-27 opening date.

Between seasons — and November is between seasons — the waterfront is quieter but still worth a walk: Race Street Pier, near the Benjamin Franklin Bridge, has terraced lawn steps and one of the best bridge views in the city; Cherry Street Pier, a restored municipal pier shed, hosts artist studios and markets; and the river trail links them. The Independence Seaport Museum, with historic ships moored alongside, rounds out a visit, and the Camden waterfront across the river is reachable by the seasonal RiverLink ferry when it runs.

Getting there: Penn's Landing is a ten-to-fifteen-minute walk east from Independence Hall, crossing Columbus Boulevard on the pedestrian bridges or at street level. It pairs naturally with an Old City afternoon and Elfreth's Alley. Families should treat it as a reward stop after museum time; couples should come for the lights, whichever season they find.
