Cebu offers three very different kinds of stay, and the right choice depends on what your trip is built around. The city has the heritage sights, the food and the day trip pick-ups. Mactan, the island across the bridges, has the airport and the beach resorts. Moalboal, three hours down the west coast, has the sardine run, the turtles and a relaxed dive-town atmosphere. Many travellers split their stay between two of the three.
Cebu City: for sights, food and day trips
If your plan centres on the old downtown, the highlands tour, the food scene and early departures for Bohol or the south, stay in the city. Two good areas are the business district around Serging Osmeña Boulevard and the Ayala and Cebu Business Park district. Radisson Blu Cebu is the polished, large hotel with a covered walkway to SM City Cebu, and a spa, gym and several restaurants. Check the pool status before you book, since the hotel noted it as temporarily closed for maintenance. It suits families and business travellers who want facilities and a central base.
Ayala and Cebu Business Park: for convenience and mid-range value
This is one of the most walkable parts of the city, with a big mall, restaurants and cafés. Quest Hotel and Conference Center is directly across from Ayala Center Cebu and has 427 rooms, a pool and a restaurant, making it a straightforward mid-range choice. Seda Ayala Center Cebu is a more contemporary option on Cardinal Rosales Avenue, and appeals to couples and solo travellers who like a stylish city base with plenty of places to eat nearby.
Mactan: for beaches and an easy airport run
Mactan is the place for resort days, snorkelling and island hopping. Shangri-La Mactan sits on Punta Engano on its own beachfront, with a marine sanctuary a short walk away, several restaurants and a spa, and is no more than about twenty minutes from the airport. It is the splurge pick for couples and families who want a polished resort. The trade-off is distance from the city, so plan your downtown outings in advance and allow for traffic on the bridges.
Moalboal: for sardines, turtles and a slower pace
If the sardine run and Kawasan Falls are the highlight of your trip, spend at least a night in Moalboal. Parrot Resort Moalboal is a short walk from Panagsama Beach, with a pool, spa and restaurant, and room types from deluxe doubles to family rooms for four. It is good value, and lets you swim with the sardines early in the morning before the crowds. Expect a simple, beach-strip atmosphere rather than polished city amenities.
Matching base to trip
For a first visit centred on culture and day trips, choose a city hotel such as Radisson Blu Cebu or Quest. For a design-minded city stay with good eating nearby, pick Seda Ayala Center. For a beach holiday with an easy airport run, choose Shangri-La Mactan. For adventure, dive and snorkel days, choose Parrot Resort Moalboal, and combine it with a city stay at either end.
Practical tips
Book early for the dry season from December to May and for the Sinulog festival in January. Check whether breakfast, parking and airport transfers are included, and compare the hotel's own offers with the rates on Expedia. Many day trips start before dawn, so ask about early breakfast boxes and confirm pick-up points. If you split your stay, do the city first, then head south, and return to the airport side for your last night to avoid a long drive on departure day.
